MAJOR FUNCTIONS:

The County of Volusia is seeking a Management Specialist for the Recycling program in the Solid Waste Division.  This position is located at Transfer Station in DeLand, Florida.  The Management Specialist will further develop and implement recycling and diversion programs and assists in the promotion of the County recycling efforts. The Management Specialist works directly with the County’s commercial customer base via telephone, onsite visits, events, trade shows and outreach educational programs to identify and educate them on proper recycling techniques to improve the quality and quantity of materials received at our Recycling Center(s).   This position requires candidate to have excellent communication and customer service skills.

ILLUSTRATIVE DUTIES:

•    Responsible for the daily operation of a special program or division operation without direct supervision.
•    Coordinates administrative functions associated with the assigned program.
•    Completes necessary correspondence related to the program.
•    Monitors program for compliance with management goals and objectives.
•    Analyzed date, systems, and policies to maintain program effectiveness and efficiency.
•    May train personnel.
•    May supervise subordinate personnel.
•    Coordinates operation of program with other divisions, agencies, and services.
•    Develops and maintains commercial recycling contacts throughout Volusia County
•    Evaluates and recommends alternative recycling programs.
•    Develops specialized database to record and document commercial recycling tonnage.
•    Conducts commercial recycling waste audits as necessary.
•    Attends community functions such as the county fair, school presentations and other non-profit requests.
•    Collects and analyze date for solid waste and recycling annual reports.
•    Develops, produces and analyzes reports and data for division.
•    May function as a division specialist in a technical area of expertise.
•    May be assigned to other county locations based upon operational needs.
•    Attends work on a regular and consistent basis.
•    Must adhere to Federal, State, County and Local ordinances.
•    Responds to emergency situations.
•    Performs other duties as assigned.

MINIMUM REQUIREMENTS:

Graduation from high school or possession of GED, and four (4) years of progressively responsible experience in an administrative role within a recycling organization. A comparable amount of education, training and experience such as an Associate Degree and two (2) years of experience in an administrative support role with a recycling organization may be substituted for the minimum requirements.  Must possess and maintain a valid Florida Driver’s license.  The preferred candidate will have at least three (3) years of experience in communication/public speaking, presentation, and project management skills, as well as, at least two (2) years of experience working with Microsoft Word, Excel and PowerPoint.

Mental Demands:Ability to read and comprehend technical and scientific manuals, journals, documents associated with program area; reports, safety instructions, memos, letters; may be required to read and comprehend legal documents and financial reports. Ability to perform basic mathematical functions. Ability to write letters, procedures, memos, reports relaying information, ideas, data, and detail. Ability to speak clearly and concisely relaying information to laymen. Ability to analyze data and develop conclusions.
Physical Demands: Able to see, talk, hear, knee/crouch, bend, handle, grasp, balance climb; finger dexterity.  Ability to lift, carry, push, pull up to 20 pounds.  Visual acuity (peripheral vision, depth perception) to operate motorized vehicles.
Environmental Demands: Inside/outside work.  Some exposure to inclement weather (e.g. rain, humidity, heat, cold) odors, dust, traverse uneven/undeveloped ground, wet terrain.
